Abstract

This article explores an innovative approach to the development of the irrigation infrastructure in the Kyrgyz Republic through the integration of small hydropower plants (SHPs). In the context of limited access to irrigation water and inefficient resource management, a comprehensive solution is proposed that combines electricity generation with agricultural irrigation. The current state of the water management system is analyzed, unused land areas with high agricultural potential are identified, and the hydropower potential of small rivers is estimated. Pilot projects in the southern regions of the country are presented as case studies. The paper highlights the role of SHPs as a strategic tool for sustainable agro-economic development. Preliminary techno-economic assessments and scaling recommendations are included.
